Finding screen coordinates

Is there some sort of program you use to find exact screen coordinates where you want to put a texture for coding?
Or do you guys just sort of guess the coordinates and then keep going in the game to see if that's where you actually want it, then go back to the code and change it, then repeat this cycle?

Is there some documentation on screen coordinates? All I know is that it starts from top-left and end at the bottom-right, if I'm correct.

You can use paint, put a screenshot of the game in paint and rescale it to 640x448 (640x448 is the scale of the screen coordinates in san andreas), then put your texture where you want and see the coordinate.

Of course you can use another program to do this task, GIMP, Photoshop...
