Mostly because I've never played IV before, hopefully I will someday, but SA in my opinion is the best because of the variety of things to do in the game that increases its playability. Not to mention the thousands of mods that people are still working to create. Even though 'gangsta' isn't really my taste, which almost made me vote for III, this game is still one of the best.
