How are the peds in interiors created?

If you enter for example a club in SA there are already peds in it. They are not created by script, because they are also there if you use stripped scm. So, how they get in there?

It's hardcoded, I found where models for the interior ped models are loaded, but can't recall where at the moment.

Hardcoded, that's what I feared. Would be nice if you could say me where this is located and how I maybe could edit it by memory hacking (positions and maybe model numbers).

Yes, I did. I tested it with empty nodes, the peds are still there.
